(4-0) <br /> ASSESSMENT Council was referred to a report from Clerk Administrator <br /> MANUAL Berger dated 11-9-90, reccmunending adoption of the City <br /> assessment manual as prepared by city Engineer Maurer. <br /> 'Ihe Engineer explaine:1 he has noted two minor revisions to be changed in the <br /> manual, as directed by Council1nember Malone, and that the manual includes all <br /> revisions discussed by council at their worksession meetings. <br /> Council cornrnended Maurer for an excellent job on the assessment manual. <br /> Counciln1ernber Hansen suggested an article outlining the policy be placed in the <br /> TaNn Crier and that residents be advised the document is available at city Hall <br /> for review. <br /> Malone moved, seconded by Hansen, to adopt the assessment <br /> manual, as prepared by Maier stewart & Associates, Inc., and direct staff to <br /> prepare the financial analysis and resolutions for future ilrplementation of the <br /> city's 1991 Pavement Management Program. Motion =ied unanlinously. (4-0) <br /> . WATER SYSTEM Council was referred to a letter from Engineer Maurer <br /> MATER PlAN dated 11-7-90, relative to the completed Master Water <br /> Plan for the city's system. <br /> Maurer stated that none of the reconunended ilrprovements are severe enough to <br /> require emergency action and suggested the Council cxmsider these items during <br /> future J:udgeting sessions. He noted that some of the items may be accomplished in <br /> cxmjunction with other ilrprovements, such as the upgrade of HaInline Avenue or the <br /> development of the Round Lake Area. <br /> Counciln1ernber Malone reported the Finance Committee is =ently studying methods <br /> of financing the upgrade of the new water tCMer. <br /> Malone moved, seconded by GrCMe, to a=ept the Water <br /> System Management Plan as presented by Maier stewart & Associates, Inc. Motion <br /> =ied unanlinously. (4-0) <br /> ORD. #274; council was referred to a memorandum from the Clerk <br /> AMEND. WINI'ER Administrator dated 11-7-90, relative to a proposed <br /> PARKING HOURS revision of the hours restricting parking on the streets <br /> during the winter months. <br /> Clerk Administrator Berger stated the Attorney drafted a proposed amendment which <br /> changes the hours parking is prohibited from 11:00 p.m. to 6:00 a.m. to 1:00 a.m. <br /> to 6:00 a.m., as directed by Council. <br /> . Counciln1ernber Malone asked for conunents fram the Public Works SUperintendent <br /> regarding the change of hours. <br />
