<br /> (2) Procedure. The application and the administrative and <br /> review procedure established in Section VIII.C., <br /> e Special Use Permits, shall be followed for all <br /> development that involves new building construction, <br /> modification of a building's exterior, or modification <br /> of the site. Special use permits are not required for <br /> permitted uses that occupy approved buildings that do. <br /> not require exterior building modification or site <br /> modification. This provision is subject to any <br /> modifications or additions set forth in this section. <br /> The prescribed procedure may be modified by the City to <br /> allow planning flexibility and to encourage cooperative <br /> dialogue between the applicant and the City. <br /> (3) Permitted Uses. The following uses will be permitted <br /> in the I-Flex District providing they meet the stated <br /> purpose of the district and the procedure as defined <br /> above: (The list of uses below will be incorporated <br /> into the Land Use Chart, Section V.E.) <br /> (a) Offices (administrative, executive, corporate, <br /> professional, personal, research and sales) <br /> (b) Any manufacturing, production, fabrication, <br /> assembly, processing and incidental repair, <br /> servicing and testing of materials, goods or <br /> products that are contained wholly within a <br /> . building and which meets or maintains all <br /> environmental standards set by the Minnesota <br /> Pollution Control Agency and other public agencies <br /> having jurisdiction. <br /> (4) Uses Allowed by Special Use Permit. <br /> (a) The above permitted uses, if construction of a new <br /> building, modification of a building's exterior, <br /> or modification of the site is involved. <br /> (b) Municipal and other public agency, administrative <br /> and service facilities and activities. <br /> (c) Licensed day care facilities either in buildings <br /> containing other uses or in free-standing <br /> buildings containing only day care facilities. <br /> (d) Satellite antennae over 40 inches in width or <br /> height and which are clearly accessory to a <br /> principal use on the premises. <br /> ~ <br /> 11 <br />
