Berger, city Administrator <br />SUBJECT: 1991 Agreement for Law Enforcement Services <br />------------------------------------------------------------------ <br />------------------------------------------------------------------ <br />Attached are materials for the 1991 Agreement for Law Enforcement <br />Services. These include the following: <br /> <br />1. November 8 letter from Commander Jerry Bergeron. <br />2. Agreement for Law Enforcement services. <br />3. Summary of 1991 Law Enforcement Phase-in plan. <br />4. 1991 District Patrol budget estimate. <br />5. 1991 Areas, Population, Events budget estimate. <br /> <br />Please note that the contract cities are beginning a phase-in of <br />a district formula for all cities. As you know, Arden Hills has <br />had its own district ever since it disbanded its police <br />department several years ago. The contract cities determined <br />that the districting plan was the best method for administering <br />Ramsey County Law Enforcement Services. <br /> <br />. In the past, the Ramsey County Sheriff's costs were allocated via <br />an area, population, and events formula. Please review the <br />attached phase-in summary, 1991 district patrol budget, 1991 <br />area, population, and events budget and Commander Bergeron's <br />letter. It was agreed that the 50% phase-in process in 1991 <br />lessens the impact for all jurisdictions. <br /> <br />I have also included a copy of the Agreement for Law Enforcement <br />Services which has language addressing the phase-in plan. <br />(Section IV Payment #4, page 4). <br /> <br />Additionally, costs in the 1991 budget include a Crime Prevention <br />Officer beginning in JUly, 1991. Also, the cities will pick up <br />the cost of a new lieutenant beginning in 1991 (43%). <br /> <br />ACTION REQUIRED: <br /> <br />If Council concurs with the Agreement as presented, they should <br />pass a motion authorizing the Mayor and Clerk to execute the <br />Agreement as presented. <br /> <br />GRB:mah <br /> <br /> <br />attachments <br /> <br />. <br /> <br /> <br /> <br /> <br /> <br /> <br />-------- ...-- --- -- ---- --- --- - <br />
