MEDIAN (Cont'd) Jean Ie.mberg advised that during her discussion with <br /> representatives from Bethel College she found that Bethel <br /> was not informed of the closure of the median. She advised that Bethel <br /> representatives expressed a preference f= the installation of a serraphore at <br /> this location. <br /> George Roscoe indicated he would not favor the expenditure of funds for the <br /> installation of a serraphore at this location. <br /> Mayor Sather stated the expenditure for signalization of the intersection would <br /> utilize all existing MSA funds, and costs may exceed the existing funds. He <br /> suggested the installation of the t:errp:Jrary barricade would provide an <br /> opportunity for MnOOI' to review traffic issues relating to this intersection, <br /> prior to the installation of a permanent structure at this location. <br /> CouncilInernber Hicks stated that discussion of the intersection and public safety <br /> ccncerns was held in September 1991 and a request from the City was forwarded to <br /> MnOOI' to review the accident situation at this intersection. He noted that <br /> nonnally the state does not act this quickly on a traffic study. Hicks noted that <br /> Council was advised of the closure in early December and did not have ample <br /> opportunity to advise residents. He ~lained it does not appear that closing the <br /> median is a sufficient method of resolving the problem, although the closure will <br /> provide additional tilne f= the state to review the situation. <br /> There was further discussion relating to MnOOI' review of this intersection based <br />. on the number of severe accidents, optional methods studied to reduce the number <br /> of accidents at this location and statistics provided by the District Traffic <br /> Engineer. Mary Bieringer advised the state reviewed signalization of this <br /> intersection as part of the study, however, the traffic voll.ll1\eS did not warrant <br /> signalization. <br /> Brad I..embel:g ~ressed ccncern relating to the increased traffic on the County <br /> Road E bridge which may =eate public safety hazards. <br /> Mayor Sather agreed and noted that Council has discussed the matter with Ramsey <br /> County traffic engineers several times in the past. <br /> Council =ed that the t:errp:Jrary closure of the median will provide <br /> additional tilne for MnOOI' to review this matter, while providing a reasonable <br /> solution to the problem as a terrq:>orary measure. No formal Council action was <br /> taken on this matter. <br /> RES. #91-73; Mayor Sather advised this matter was tabled from the <br /> ADOPI'ING 1992 12/20/91 Council meeting, due to questions posed by <br /> J3U]X;E!' Counci1members relating to the document. <br /> Clerk Administrator Berger advised he related the questions to the City <br /> Accountant and she has requested this matter be tabled to a future meeting. He <br /> indicated the Accountant is assembling the information for presentation to <br /> Council. <br />. '!here was discussion regarding the presentation of the depreciation schedule in <br /> the b.Jdget document. Council noted that the previous budget documents have not <br /> presented the information in this matter. It was suggested that the city <br /> Accountant notify Council when proposing a change of this nature. <br /> Malone ltIOVed, seconded by Hicks, to table this matter to <br /> the January 13, Regular Council Meeting. Motion carried unanimJusly. (5-0) <br />
