..
,.
. --rli/ilriiJ',,:,I 00"'"''''' "'"''''
Maier Stewart & Associates Inc.
MEMO TO; HONORABLE MAYOR AND CITY COUNCIL
FROM: MARK J. GRAHAI~ MG-
SUBJ ECT: STOWE AVENUE INFORMATIONAL MEETING
DATE: JANUARY 31, 1992
FILE NO: 520-025-10
The informational meeting to discuss possible Stowe Avenue street
improvements was held from 6:00 to 7:30 p.m. on January 3D, 1992. Those
present, in addition to the residents on the sign-up sheet, were Mayor
Sather, Councilman Malone, Councilman Hicks, Administrator Berger, Public
Work Supervisor Winkel and myself,
Following an introduction and brief overview of the feasibility study, the
meeting was a question and answer session. The primary questions centered
. on financing on removal and recycling of the existing surface. If Lhe City
pursued removal and recycling on its own through the County, an assessment
rate of $14.94 per linear foot would be levied to recover 100% of the
proj ect cost. If the County completed the project on their own timetable,
which is presently scheduled for 1994, an assessment rate of $7.47 per
linear foot would be levied to recover 50% Qf the project cost. The
scheduled improvements by Ramsey CounLY would be same as what the City could
provide, but at a reduced cost. Questions were asked about the City's
assessment policies and the methods of calculating assessment costs.
Questions were also asked regarding the fact that storm sewer improvements
and construction of curb and gutter is not feasible for a recycling project.
Thes~ improvements would require street construction.
Those in attendance agreed that further discussion amongst the neighbors
regarding assessments was necessary to see if the matter should be pursued
now or wait for the work to reach the top of Ramsey County's project list.
A petition requesting a public hearing be held may be presented to the City
Council, but at this time, no further action by the City Councilor staff is
necessary unless requested by the area residents.
MJG/ ks
.
1959 SLOAN PLACE, ST, PAUL, MINNESOTA 55117 612.774-6021
9800 SHELARD PARKWAY, MINNEAPOLIS, MINNESOTA 55441 612-546,0432 Equal Opportunity Employer
