CONSUL liNG ENGI NEERS <br /> Maier Stewart & Associates Inc. <br /> MEMO TO: HONORABLE MAYOR AND CITY COUNCIL <br /> CITY OF ARDEN HILLS <br /> FROM: TERRY MAURER AND MARK GRAHAM fI1G-' <br /> SUBJECT: TILLER LANE STREET RECONSTRUCTION PUBLIC HEARING <br /> DATE: FEBRUARY 4, 1992 <br /> FILE NO: 520-028-20 <br /> The public hearing for the Tiller Lane Street Reconstruction Project is <br /> scheduled for the February 10, 1992 City Council meeting. The feas i bi 1 i ty <br /> study for this project was presented at the November 25, 1991 City Council <br /> meeting, which estimated project costs and assessment rates, <br /> During preparation of the plans and specifications, soil borings were <br /> obtained to verify the existing soil conditions and support the proposed <br /> street improvements. While we included an estimated amount of soil <br /> . correction to construct the improvements in the feasibility study, the soils <br /> report indicates that the existing clay and organic soils are worse than <br /> anticipated. The existing soil is recommended to be removed to a depth of <br /> 18" beneath the street improvements and replaced with a free-draining <br /> material to address drainage and frost heaving problems. Drain tile is also <br /> recommended to collect moisture beneath the pavement and direct it to <br /> existing storm sewer, <br /> As expected, the additional sub grade correction work and drain tile <br /> installation increases the estimated assessment rate for the project. This <br /> assessment rate, as defined by the City's Assessment Manual, is based on 50% <br /> of the total reconstruction cost of the improvement. Based on additional <br /> sub grade work necessary, it is recommended that an assessment rate for <br /> street reconstruction be estimated at $35.28 per assessible foot. This <br /> assessment fate will be revisited following receipt of bids for the project. <br /> As a comparison, the estimated assessment residential rate for North <br /> Snelling Avenue at the public hearing was $27.50. Following receipt of <br /> bids, the assessment rate was reduced to $21.00 per assessible foot. <br /> However, additional soil corrections during construction, at an estimated <br /> cost of $40,000, was later necessary for the project. <br /> Following the public hearing, it would be appropriate for the City Council <br /> to consider the two attached resolutions. The first resolution orders the <br /> improvement. The second resolution approves the plans and specifications <br /> and orders the advertisement for bids. <br /> . <br /> 1959 SLOAN PLACE, ST.
