I ....,
.
,
..... .''.-
. CITY OF ARDEN HILLS
MEKIlANOOM
DATE : January 31, 1992
'IO: Mayor and city eouncil
FRCM: &0Gary R. Berger, city .lIdministrator
SUBJ.EX::T : Selection PrOcesS for City Jlrchitecture Firm (Draft)
'Ihere are several considerations Council will want to weigh in making a
decision regarding the selection of an architecture firm. Council will
want to consider the City's needs, such as, the need for more room ,
future expansion, what values of the carnrnunity does the Council want to
reflect in the b..1i.lding, what functions and activities will be housed in
the new space and what kind of space do we need, such as, offices,
conference rooms and cafeteria, etc. '
Useful factors for Council to consider while interviewing architectural
firms include the size of the firm and the anlOlmt of time it has been in
practice. Experience with past projects and their ability to work
. within budget/time schedules. Management ability and in particular
special expertise related to the design and construction of City
facilities. A gcx:xi knowledge of building codes/zoning regulations is
helpful and most :in1portant, the cost of services.
In making your final determination, Council will generally want to
consider a firm's ability to deliver a high quality design, their
technical competence, experience, cost and your general iInpression of
their organization. Council will want to hire a firm that is responsive
to our needs, listens carefully, urrlerstands the city or at least is
willing to ask the right questions and in general Council/staff will
want to feel comfortable working with the firm.
Below is a list of questions Council may find useful in evaluating the
firms . ~o suggestions I have in dealing with the questions are the
following: Have a traditional list of questions and room left after
each questions for the Council member's written comments or; a grid
system where the firm's name is listed on the vertically axis and a
point value from 1 to 5 is assigned to each answer to the question on
the horizontal axis. Total highest point value would determine the firm
to be selected.
OUFSI'IONS
1. Whom will we deal with directly? Is that the same person who will
. J:e designing the project? Who will J:e designing our project?
2. How will your firm approach our project.
