ARDEN HILLS SPECIAL CITY COUNCIL WORKSESSION — MARCH 11, 2024 <br />Mr. Fletcher stated the four stories were based on the building code they were trying to comply <br />with, along with a cost of construction once you get to five stories and higher. <br />Councilmember Monson asked how they would combat the issue of mechanical equipment <br />along Sandeen Road. <br />Mr. Fletcher said they had purchased land across the street to mitigate questions and issues. <br />Councilmember Monson asked if they had considered moving away from a natural gas heated <br />space to electric heat. <br />Mr. Fletcher replied that they haven't gotten that far yet. First they are trying to eliminate the <br />central plant. They are incorporating solar into their communities, they have a sustainability plan <br />that includes electric parking. <br />Councilmember Holden asked if residents would be going out on Sandeen or following the main <br />road onto County Road D or Lake Johanna Boulevard. <br />Mr. Fletcher said the access to the new building will be split. Right now there is a right access <br />off of Sandeen to a parking lot. The new building will be basically where that parking lot is now. <br />The access to the underground parking will come off Sandeen. Access to the rest of the campus <br />and skilled nursing comes off of Lake Johanna Boulevard. <br />Councilmember Holden thought they should look at putting in a sidewalk along Sandeen from <br />Lake Johanna. She thought they may need to do a porkchop to keep people off the residential <br />street. She asked when they plan to start building. <br />Mr. Fletcher said they didn't have a time frame yet. A big piece is working through staffing and <br />resident transitions. <br />Mayor Grant thanked Mr. Fletcher for his presentation. <br />B. Event Center Concept Review <br />Community Development Director Jagoe said the Applicant is proposing a redevelopment and <br />text amendment language for the property located at 3776 Connelly Avenue. The proposal is for <br />an event center, restaurant, and adult day care. Following the concept review discussion, the <br />Applicant could decide whether to move forward with the required land use application for a text <br />amendment to allow an event center, planned unit development for phased redevelopment, and a <br />conditional use permit for the adult day care. Phases 1 and 2 are both associated with the event <br />center use with capacity of up to 464 attendees. In Phase 1, the event center would operate with <br />all the food service and alcoholic beverages being provided by a licensed caterer. The Applicant <br />would not hold a City or State license for food service and/or the sale of alcoholic beverages. As <br />part of Phase 2, the Applicant would open a cafe inside the building at which time they would <br />obtain a City liquor license as a restaurant. Clients of the event center would have the option of <br />bringing in a caterer or having in-house dining. Lastly in Phase 3, the building would also be <br />leased as an adult day care. They would operate within the same footprint of the current building <br />and would set up according to what type of activity is going within the building. Hours of <br />operation for building use(s) would be Monday through Thursday 9 a.m. to 5 p.m. and Friday <br />
