For comparison, the recent 2022 Arden Oaks Street Improvement (PMP) reclamation assessment <br />rate was $5,834.34 per unit. Arden Hills has not completed a recent mill & overlay project to <br />compare that assessment rate but City staff s opinion is that the proposed assessment rate is <br />reasonable. <br />On March 11, 2024, the City Council adopted Resolution 2024-012 declaring the costs to be <br />assessed for the 2024 PMP and ordered the Assessment Hearing for April 8, 2024. During the <br />notice of assessment process, City staff was notified of an error with the property owner <br />information from the Ramsey County recorder's office related to 1570 McClung Drive. As a <br />result, the owners of the property at 1570 McClung Drive was not given proper notice of the <br />Assessment Hearing for April 8, 2024. Per advice from the City Attorney, the assessment roll <br />was revised to remove the property at 1570 McClung Drive. In order to comply with the notice <br />requirements of Minnesota Statutes, Chapter 429, as applied to the property at 1570 McClung <br />Drive, the assessment process must be redone for the actual property owner at 1570 McClung <br />Drive. Accordingly, it is necessary for the Council to consider this item and Resolution 2024- <br />023. <br />Attachment C, Resolution 2024-023 declares the costs to be assessed and orders the Assessment <br />Hearing which would be held on May 13, 2024 at the Regular City Council meeting.
