He revi ewed the <br />l1Vo" details and figures of his plan and explained that <br />~ implementing such a plan would provide a smoother transition <br />for residents and still eventually provide the same results <br />for the City. <br /> <br />Councilmember Hicks pointed out that the current Arden Hills <br />. rates are lower than surrounding communities. He also noted <br />that the City was generating enough revenue in the utility <br />funds unti 1 1989 at whi ch time a quickl y growing dispari ty <br />began to occur between fees collected and cost of services. <br />
