As you may know, the condition of Round
Lake Road West has rapidly deteriorated with the onset of milder
temperatures. A portion of the rOadway has deteriorated to the point that
the potholes are too numerous to count, impeding traffic to travel at less
than 5 miles per hour. Although unsubstantiated, many people have claimed
damage to their vehicles by using the roadway in its present condition.
. Based on the existing condition and the need to address the roadway
problems, we recommend that the City Council consider initiating a
feasibility study to determine improvements that need to be made to the
roadway. A resolution is attached for your review and consideration. Bl ank
petitions have been provided to some of the people who have complained about
the roadway, but as of this writing, no petition has been received.
The feasibility study would address the existing conditions, including
subsurface soil conditions and their effect on the roadway surface, proposed
improvements to sUfficiently carry the truck traffic that the roadway
serves, estimated project costs and methods of funding the improvements.
The feasibility study would investigate all possible alternatives for repair
of the roadway. These alternatives may range from extensive repair of the
existing surface, such as milling and overlaying, to complete
reconstruction, possibly inclUding subgrade soil correction. As Round Lake
Read West is included in the Municipal State Aid System, M.S.A. funds could
be used on the project. In addition, assessments to properties on the east
side of the roadway could be made as outlined by the City's Assessment
Manual.
We will be in attendance at the March 9, 1992 City Council meeting to
further discuss this matter.
MJG/ ks
.
19S9 SLOAN PLACE, Sf PAUL, MINNESOfA 55117 612.774.6021
9800 SHELARD PARKWAY, MINNEAPOLIS, MINNESOfA 55441 612.546-0432 Equal Opportunity Employer
