He also served in Worthington, Ohio and Wooddale, I1linois. <br /> He began his career as Assistant City Manager in Park Ridge, I1linois after obtaining a <br /> Master's Degree in Public Administration from Northern I1linois University. He received <br /> a B.A. Degree from Loras College in Dubuque, Iowa. <br /> Jim is a member of the International City Management Association, the Minnesota City <br /> Management Association, the National Forum for Black Public Administrators, and the <br /> Solid Waste Association for North America. He is active in community activities <br /> including Chair of the Economic Development Committee for the Twin West Chamber of <br /> Commerce, past-President of the St. Louis Park Rotary Club, and current President of <br /> . the St. Louis Park Rotary Foundation.
