Also present: Planner John <br /> Bergly, Building Inspector David Kriesel, and Acting Clerk Administrator <br /> ,Catherine Iago. <br /> APPROVE Piotrowski moved, seconded by winiecki, to approve the <br /> March <br /> MINUI'ES Planning Cormnission Minutes as sul:anitted. Motion carried <br /> unanim:>usly. (6-0) <br /> CASE #92-06; Planner Bergly referred to his report dated 4-1-92, <br /> BANNERS, BUSINESS relating to the request for placement of banners to be <br /> DIsr., 0). RD. E mounted on light standards in the COunty Road E Business <br /> District. He explained the purpose of the signs is to <br /> draw attention to "Downtown Arden Hills" by using a series of 20 identical <br /> banners along the street. 'Ihe banners would be 6 feet high by 2 feet wide. Bergly <br /> advised the proposal would include a change of banner design twice during the <br /> year, to ref~ect a summer and winter theme. <br /> Member Petersen stated his opposition to the banners, based on the fact that most <br /> . banners he has seen in other communities are not well maintained. <br /> Chair Probst indicated that part of the issue is to detennine where the banners <br /> are regulated in the Sign Ordinance. He offered his opinion that the banners may <br /> fall within the public sign category and would not require fonnal approval, since <br /> they are pennitted under the existing regulations. <br /> Member winiecki suggested this type of signage be defined in the sign ordinance <br /> as pennitted in the "Business District"; further suggested regulations be <br /> included which specify the area to be defined as the "Business District", and to <br /> control the height, size and number of banners. She stated criteria for <br /> maintenance of the banners also be included in the regulations. <br /> Chair Probst supported the idea of the banners; indicated he does not wish to see <br /> the use of the banners expanded throughout the City, preferred they be limited <br /> to COunty Road E. <br /> Cormnission discussed the design of the banners and indicated they wished to <br /> review the proposed design. It was suggested that representatives of the <br /> Corrunission work with the business owners and Park Director to review the banner <br /> design. <br /> Corrunission also suggested that Ramsey COunty be contacted to discuss this matter, <br /> since the banners are to be located along a County road. <br /> . Member Carlson questioned why the Parks department is involved in the banner <br /> promotion. <br /> Planner Bergly stated the banners will be utilized in conjunction with the <br /> "Flower Power" carrpaign and Fall festival. He explained the banners may be <br /> utilized and reviewed annually to determine if the City wishes to continue with <br /> the program. <br /> "--- <br />
