<br /> . Ramsey County officials indicate that they expect a CIR pavement surface to last 15 to 20 years <br /> before major maintenance or reconstruetion would be required. By comparison, the County <br /> estimates a road with a standard overlay to have a shorter "life" on the order of 5 to 12 years, <br /> depending on the amount of heavy truck traffic. It is clear that this roadway has significantly high <br /> volumes of truck traffie, which would result in expected "lives" toward the lower range of years. <br /> Customarily, cold in-place recycling projects do not include work to correct sub grade soils. This <br /> work would add a fifth step to the eIR project by requiring the pulverized surface to be removed <br /> while the subgrade excavation is completed. For Dunlap Street, the subcutting of the existing soils <br /> and placement of drain tile would significantly increase the project cost. <br /> The third option would provide the City a roadway with the longest "life", short of reconstruction, <br /> at a significantly lower cost than reconstruction. These two costs will be compared in the Cost <br /> . section of this study. <br /> EASEMENTS AND PERMITS <br /> Dunlap Street has a 60 foot right-of-way from Red Fox Road to Grey Fox Road. It does not <br /> appear that any additional easements will be required to complete a cold in-place recycling or <br /> reconstruction project, as construction would be limited to the road surface area or roadside <br /> boulevard area. <br /> - <br /> ESTIMATED COSTS <br /> The estimated construction and project costs for Options 1 and 3 to improve Dunlap Street are <br /> provided in the following tables.
