A~R 24 '92 14:23 CITY OF LINO LAKES P. 2/10 <br /> 1! <br /> . ........-..\. <br /> i ~ <br /> CITY ADMINISTRATOR <br /> PAGE -2- <br /> AREAS OF RESPONSIBILITY/AUTHORITY <br /> AdministrAtive policy., The Council hereby authorizes the <br /> Administrator to establish such administrative policies and <br /> procedures as may be necessary to insure the proRer and <br /> efficient operatlon of all departments and divislons of the <br /> city, and to issue administrative orders to carry out such <br /> admlnistrative policies and procedures. Such administrative <br /> policies and procedures shall be consistent with Minnesota <br /> statutes, city Ordinances, city Charter, and Council policy. <br /> The Council shall be appraised of such administrative <br /> policies and procedures. <br /> Fiscal Control. The Council hereby authorizes the <br /> Administrator to exercise control over the fiscal <br /> expenditures of all the departments and division of the City, <br /> and such appropriations may allow purchases of up to One <br /> Thousand Dollars ($l,OOO.OO) fOr budgeted item purchases; <br /> purchases over the allowed maximum shall require the approval <br /> of the Council. The Council shall audit all claims and shall <br /> . retain its power to disaffirm any order or contract entered <br /> into by the Administrator on behalf of the Council. <br /> ~ ' <br /> I <br /> Personnel. All department heads, supervisors, and <br /> administrative personnel shall report directly to the <br /> Administrator. The administrator shall recommend to the <br /> Council the hiring, promotion, demotion, or dismissal of any <br /> probationary, permanent, full-time employee of the city. The <br /> Ad~inistrator shall review hi-annually department heads, and <br /> administrative staff as to determine the level of <br /> performance. In January of eve~ year, the Administrator <br /> shall forward salary recommendatlons based on performance <br /> evaluations. The Council shall make final determinations <br /> with regard to the employment, suspension, or dismissal of <br /> full-time city employees. <br /> ~EonIREMENTS OF WORK <br /> This position requires a Masters De9ree from an accredited <br /> colle~e or university in pUblic admlnistration, business <br /> admin~stration, economics, political science, or urban <br /> studies. <br /> Progressively responsible administrative and/or municipal <br /> experience which clearly demonstrates the ability to perform <br /> . in an executive level management capacity, and outlines the <br /> following know ledges , skills and abilities: <br /> J <br />
