<br /> . rI/,I~.-:J CONSULTING ENGINEERS <br /> Maier Stewart & Associates Inc. <br /> MEMO W: HONORABLE MAYOR AND CITY COUNCIL <br /> FROM: MARK GRAHAM, M.S.A. ;1!v <br /> RE: KEITHSON POND ASSESSMENT HEARING <br /> DATE: JULY 8, 1992 <br /> FILE: 520-029-20 <br /> As you know, the agenda for the July 13, 1992 City Council meeting includes the continuation of <br /> the assessment hearing for the Keithson Pond Drainage Improvements. <br /> Following the June 8, 1992 Council meeting, City Council members Malone and Hicks met with <br /> the former City engineering firm to discuss this project. <br /> The former engineer has indicated that the original intent for the pond was to provide an overflow <br /> outlet through a drainage swale and baffled weir located west of the pond on property owned by <br /> . Mr. George Reiling. However, the pond was never properly graded, the drainage swale was not <br /> improved, the baffled weir was not constructed and no easement was obtained over the Reiling <br /> property. <br /> While this natural drainage swale exists, it would be necessary to further excavate it to ensure that <br /> the Keithson Pond has an outlet. Excavation in the pond and drainage swale would consist of <br /> grading the pond from its present elevation of approximately 972.0 to establish an elevation of <br /> 969.0 to 969.5, excavation of the swale to provide positive drainage towards the southwest across <br /> Mr. Reiling's property and construction of a baffled weir, with a top elevation of 970.5, to meet <br /> Rice Creek Watershed District requirements. <br /> The first floor elevation of the home on the north side of the pond, owned by Mr. Mark Magers, <br /> is approximately 975.4, which is 4.9 feet above the top of the baffled weir. The next property to <br /> the north, owned by Mr. Dick Foster, has a backyard elevation of approximately 970.0 to 972.0 <br /> and a fust floor elevation of approximately 981.0. It would be necessary to place fill to a <br /> minimum elevation of 973.0 on Mr. Foster's property to eliminate the ponding on his property. <br /> This fill would be generated from excavation of the existing pond. <br /> File records and correspondence indicate that this grading work within the pond and drainage <br /> swale was the original intent of the project.
