Please send a copy to me as well. )/11 <br /> Time is of the essence. Although I do not expect anything <br /> to move before the Easter recess, the legislative logjam on <br /> this issue may begin to open up after Congress returns. As <br /> a result, if they are going to take action, they will proba- / <br /> bly do so in May. <br /> 3. At the March meeting of the Corporation Board <br /> of Directors, we reviewed two programs which had been sub- <br /> mittted to us for cablecast. The programs were submitted, <br /> and allegedly produced, by a Roseville resident on behalf of <br /> an organization called "Taxpayers for a Responsible Govern- <br /> ment." The two programs we previewed for the Board are <br /> racist and anti-semitic. <br /> Public access channels are considered to be <br /> public forums, which means we can not censor programs or <br /> choose not to cablecast them based on their content. We <br /> . did, however, run a disclaimer before and after the program <br /> and invite counter programming. The first program was <br /> cablecast on March 23 at 11:00 p.m. and the second on March <br /> 30 at the same time. So far, we have not received any <br /> response, pro or con, on the programs. A third program has <br /> been submitted for scheduling. <br /> We have already been in contact with the <br /> Human Relations Commission in New Brighton and the Human <br /> Rights Commission in Roseville. I, or a member of my staff, <br /> will be calling the other cities to find out if you have <br /> similar organizations. First, we want to make these Commis- <br /> sions aware of the programs; and, second, we want to see if <br /> they have any interest in developing some counter program- <br /> ming, either individually or collectively. <br /> . <br />
