The objectives of safety and I iqu id i ty are balanced <br /> throug h the process of diversification, while maintaining a <br /> market rate of r e tu r n thr oug hou t budgetary and economic cycles. <br /> Specifically, the objectives for 1991 were to move the por tfo 1 io <br /> to a position where the inves tmen t ins trumen ts were more <br /> diversified by type as well as ma tur i ty , as compared to past <br /> practice of limiting inves tmen ts to certificates of deposit or <br /> Treasury obligations with ma tur i ties of one year or less.
