Council's request to allow an exemption in the regulation for <br />certain residential occupants who contracted independently for a <br />recycling service. In my discussions with E-Z Recycling Inc., it <br />was agreed that they do not have an exclusive contract with the <br />City. <br /> <br />In addition, E-Z Recycling indicated that anti-scavenging <br />regulations are helpful because there are economies of scale <br />inVOlved in this type of business. Therefore, I took the liberty <br />to prepare an appropriate anti-scavenging regulation for Council <br />review. <br /> <br />Three affirmative votes of the City Council are required in <br />order to pass the proposed legislation. A public hearing is not <br />legally required.
