<br />. 11-33. Annual Review. The residential recycling service fee shall <br /> be reviewed and approved annually by the City Council. <br /> 11-34. Collection of Fee. The City may facilitate the collection <br /> of the residential recycling service fee by agreement with Ramsey <br /> County to include such fee on the real estate tax statement for <br /> individual or multiple family dwelling units. In the alternative, <br /> residential recycling service fee statements shall be mailed to <br /> property owners on or before April 15th, and shall be payable no <br /> later than July 15th of each year. A penalty equal to 10% of the <br /> amount due shall be added to delinquent accounts. <br /> 11-35. Certification of Delinquent Accounts. Each year, the City <br /> Administrator shall prepare a list of delinquent residential <br /> recycling service fee accounts, including accrued penalties <br /> thereon, in the form of an assessment roll. On or before October <br /> 1st of each year, the City Council shall review the delinquent <br /> residential recycling fee assessment roll and adopt an appropriate <br /> resolution certifying the delinquent accounts to the County Auditor <br /> as a lien against the real property served and further directing <br /> that the County Auditor collect the assessment as part of the <br /> ensuing year's tax levy. All delinquent residential recycling <br /> service fee assessments shall bear interest, at a rate determined <br /> by Council resolution, from the date on which the resolution is <br /> adopted until December 31 of the following year. <br />. <br /> Effective Date. This ordinance shall become effective on <br /> Adoption Date.
