Highway 96 <br /> Arden Hills, MN 55112 <br /> RE: ARDEN PLACE DRAINAGE ISSUES <br /> Dear Council Members: <br /> As you recall, a drainage concern behind the home at 1553 Arden Place, built by Wally Bauer, . <br /> was discussed at a public hearing on October 28, 1991. This drainage problem ponds water on the <br /> backyards of both 1553 Arden Place, owned by Mr. Warren McGuire and 3505 Ridgewood Road, <br /> owned by Mr. Dale Noyed. With the early winter, further discussion regarding this issue was <br /> delayed until this spring. <br />. Plans presented at the public hearing were to extend a 12" pipe from the rear of 1553 Arden Place <br /> to the south toward Lake Johanna, in the same manner as an existing storm sewer pipe. <br /> Discussion at the public hearing from residents on the south side of Arden Place opposed the <br /> project as disruption to their property and the fact that very little water currentll drains in the <br /> existing pipe. Also, several residents raised concerns about discharge of fUnof containing <br /> herbicides or other lawn chemicals toward Lake Johanna. Discussion was also heard regarding the <br /> possibility of draining runoff to the east of Ridgewood Road to an existing ponding area owned by <br /> the Lake Johanna Island Beach Club. We have reviewed this possibility and offer the following <br /> comments. <br /> We have field reviewed the possible routes to install storm sewer from the low area behind 1553 <br /> Arden place to the east. These routes include going directly from the low area to the east, <br /> between 3487 and 3505 Ridgewood Road, or extending pipe to the south to Arden Place, then <br /> easterly within the north right-of-way of Arden Place across Ridgewood Road. Option 1 would <br /> require extensive removal (or trimming) of existing trees and would present construction <br /> difficulties due to the existing ground elevations and depth of pipe. Option 1, however, is the <br /> most direct route. Easements to contain the pipe would also have to be obtained. Option 2 is <br /> more favorable from a construction standpoint, since the work would be within City owned right- <br /> of-way. Disruption to existing trees would also be minimized, but it would be necessary to cross <br /> the driveway at 3487 Ridgewood Road. <br /> It is our opinion that if storm sewer were to be extended to the east, Option 2 would be the <br /> preferred option. The estimated construction cost for this option is $24,000. This estimated costs <br /> exceeds the cost of $17,000 for the direct route to the south across Arden Place due to an <br /> additional 140 feet of storm sewer pipe, one additional manhole and driveway restoration work. <br />. <br /> 1959 SLOAN PLACE.
