CITY OF ARDEN HILIB <br /> MEHlR1lNDllM <br /> DATE: J\me 22, 1992 <br /> TO: Mayor and city Council <br /> ~@ Terry Post, Temporary city 1\cco1mtant <br /> SUllJEX:T : 1991 Pavement Management Program Costs <br /> As directed by Council at the June 8, 1992, Council meeting, I have reviewed <br /> the treatment of costs related to the 1991 Pavement Management Program and <br /> offer the following analysis for your review. <br /> ISSUE: <br /> Council was of the understanding that fifty percent (50%) of the estimated <br /> costs related to the bituminous overlay of streets portion of the 1991 <br /> Pavement Management Program would not be funded out of the General Fund. It <br /> appears that one hundred percent (100%) of these costs were funded by the <br /> General Fund in 1991. <br />. BACKGROUND: <br /> The year 1991 narked a policy change for the city in that, for the first t:i1ne, <br /> the City assessed fifty percent (50%) of estimated costs for bituminous <br /> overlay of streets to abutting property owners. Previously, this type of work <br /> had been treated like sealcoating costs and funded in the streets Department <br /> of the General Fund. <br /> The city went through a public hearing procedure in early 1991 and levied <br /> these assessments for 1991 overlay projects: <br /> 1991 PAVEMENT MANAGEMENT ASSESSMENTS: <br /> ASSESSMENT NO.
