'!he Planner stated the applicants feel the mjority of clients will purchase retail products. Training classes are in the evening and will induce traffic on Red Fox and Lexington over a longer period of time. Bergly explained that a similar facility is located in Burnsville and is allowed as a permitted use. Planner Bergly concluded to recommend the first action should be to determine if this type of use should be considered an allowable use with a Special Use Permit in the B-4 District. '!he second action would be to approve or deny the applicants' request. Bergly recommended a =ndition be attached to the permit to allow the City to review the operation after one year. '!his would allow discussion after the use if operating at nearly full capacity. Bergly stated the Fire Marshall has slight modifications to the building that he would like to recommend. Bergly recomrnerrled approval subject to the Fire Marshall's review. . Chair Probst advised the City Attorney requested infonnation regarding evidence of title before the SUP is filed. He asked if there were any questions. Acting Clerk Administrator Catherine Iago questioned if the city should require a copy of the lease agreement; Delta Envirornnental and Zeos were required to suJ:xnit copies of leases as conditions of approval of applications in the lexington-Fox Business area. Bergly agreed this my be :i.rrq:xJsed as a condition of approval of this application. - Letty Afong, CMner, stated her business would add to the Cormnunity by assisting responsible dog owners professional training for their pets. She also stated classes would be held from 6:30 p.m. to 8:00 p.m. Members Carlson and Erickson questioned the issues of noise and animal droppings. Ms. Afong advised she had not discussed the noise issue with her neighbors and the parking lot would be cleaned once = twice per day to alleviate any dog droppings from the parking lot. Member Petersen questioned if 'IWin city Pet SUpply would be selling aniJnals. Member winiecki expressed concern that no signage proposal was received. .
