GRAHAM piG- <br /> RE: KEITHSON AREA POND <br /> STORM SEWER IMPROVEMENTS <br /> FILE NO: 520-029-20 <br /> DATE: JUNE 3, 1992 <br /> The assessment hearing for the Keithson Area Pond Storm Sewer Improvements is scheduled for <br /> the June 8, 1992 City Council meeting. As directed, a preliminary assessment roll has been <br /> prepared with a proposed assessment of $1500 per lot. This $1500 amount has been chosen based <br /> on the advice of the City's real estate appraiser. A copy of the preliminary assessment roll, dated <br /> May 18, 1992, is attached. <br /> The current status of this project is that the low bidder, Machtemes Construction, Inc. has been <br /> . awarded the project contingent on acquiring the right to enter Mr. George Reiling's property. <br /> City Attorney Filla has started condemnation proceedings through Ramsey County District Court <br /> to obtain this easement. The City will have access to the private property once the amount of the <br /> City's appraisal is provided to Mr. Reiling. An easement has also been obtained, at no cost, from <br /> the property owner south of the pond, Mr. George Crimmins, to construct the improvements. <br /> The Contractor would be able to begin as soon as the praper paperwork is completed and a <br /> preconstruction conference could be held. <br /> Following the close of the assessment hearing, it would be appropriate for the City Council to <br /> adopt a final assessment rol1. A resolution is attached for your review and consideration. The <br /> resolution has been prepared at an interest rate of 8.00% and a pay-back period of five years. <br /> As of this writing, the City has not received any formal written assessment appeals from property <br /> owners. Individuals may appeal this project by presenting a signed, written objection to the <br /> Mayor at the hearing. An individual standing up at the public hearing indicating their objection to <br /> this project does not constitute as assessment appeal. Following the submission of the signed, <br /> written objection, the property also has to serve Notice of Appeal upon the Mayor or City <br /> Administrator within 30 days after the adoption of the assessment roll and must file this notice <br /> with the District Court within 10 days after serving the Mayor or City Administrator. <br /> Both myself and City Attorney Filla will be in attendance at the June 8, 1992 City Council <br /> meeting.
