CITY ADMINISTRATOR - ADMINISTRATION <br /> Page 2 <br /> The City Administrator is directly accountable to the City Council. <br /> SUPERVISION <br /> 1 ) The Administrator shall supervise all department heads and <br /> shall coordinate the activities of consultants. <br /> 2 ) The Administrator shall supervise the management and operation of <br /> the Department of Administration. <br /> 3} The Administrator shall ensure the development of an effective <br /> municipal organization. To this end, the Administrator shall: <br /> a) when necessary or advisable, recommend changes in <br /> organizational structure; <br /> . b) work with department heads to ensure effective job <br /> descriptions and classifications; <br /> c) monitor the effective utilization of employees; <br /> d) recommend staffing addition or deletions; <br /> e} recommend salary levels; <br /> f} recommend employee training activities; <br /> g) implement staff reorganizations or staffing changes made <br /> by Council; <br /> h) coordinate operation of the City aepartments. <br /> 4 } To the degree deemed necessary, the Administrator shall monitor <br /> all consultant contracts and other contracts to which the City is <br /> party to ensure compliance. <br /> S ) The Administrator shall ensure that City buildings and other <br /> physical assets are effectively managed, <br /> . <br />
