I
St~Htll~I~S Ilt~.
PRODUCT DISTRIBUTION SPECIALISTS
.
August 3, 1992
City of Arden Hills
1450 West Highway 96
Arden Hills, MN 55112-5794
Dear Administrator,
I am the managing partner of Distributing Properties which owns the building occupied by
- Scholls, Incorporated on Round Lake Road. I am writing in regard to the road
improvement assessment for Round Lake Road.
My fear is that we have arrived at the assessment state without understanding the problem.
Resurfacing Round Lake Road might only be a temporary fix. I have contacted Mr.
Berger in the past and more recently your engineer Mark Graham in regard to my
observations of the road. Sometime during the spring of 1991 water began surfacing on
the road, even during dry periods. This is most notable early in the morning before
evaporation takes place. Until recently, the water was coming down the Aquatrol
driveway and heading south towards Scholls. I believe this constant submersion is a key
factor in the break-up. In fact, the Aquatrol driveway also broke up this spring well above
the road level. With my input, your engineer advised the managers of the Aquatrol
building to divert the water into the south east ditch at the base of their driveway when re-
paving. This seems to have had a positive effect in that location. Now the water seems to
be coming from the dirt farm nOl1h of Aquatrol. Each and every morning the road is
covered with water.
Where is this water coming fi.om? Is this a result of the contamination testing sights in this
area? Where can this water be diverted to? Who is responsible? These are just a few of
the questions I have, but I believe they should be answered before a fix is established.
.
P.O.
