A public hearing for these improvements was held on June 8, 1992, with an estimated <br /> assessment rate to the abutting property owners of $14.00 to $15.00 per assessable front foot. <br /> Bids were received on July 9, 1992, for the project, with the low bid submitted by Ashbach <br /> Construction, Inc. The bid was approximately 30% below the engineer's estimate. Based on <br /> the bid received, the assessment rate presented at the public hearing can be reduced to $11.00 <br /> per front foot. This rate was adopted by resolution at the July 13, 1992, City Council meeting <br /> as the 1992 cold in-place recycling equivalent assessment rate. <br /> The revised assessment rolls for West Round Lake Road and Dunlap Street are attached which <br /> show proposed assessments based on $11.00 per front foot. <br /> Following the close of the assessment hearing, it would be appropriate for the City Council to <br /> consider the two attached resolutions. The first resolution adopts the final assessment roll as <br /> approved by the Council. The second resolution accepts the bid from Ashbach Construction, <br /> Inc., and authorizes execution of the contract for the project. As there are separate assessment <br /> hearings for each street, we have also prepared two resolutions for each street. <br /> These assessment hearings were originally scheduled for the August 10, 1992, City Council <br /> meeting, which was moved to August 17, 1992.
