It is unrealistic to assess property owners for the <br /> mistakes that the Council has made. <br /> Findinq: A special assessment is levied onto a <br /> property based upon the benefit the associated <br /> improvement provides, and allegations of fault do <br /> not affect the determination of this benefit. <br /> 2. A majority of the lot drains to the north, toward <br /> Highway 96, so there is no improvement.
