(Amended) A majority of the lot drains to the north <br /> and east, so there is no improvement. <br /> Findinq: Some of this lot's runoff drains into the <br /> improvement project. Assessments are apportioned based <br /> upon the resulting benefit provided to each property. <br /> . 3. The City has made errors with regard to this project. <br /> [Oral] <br /> Findinq: A special assessment is levied onto a <br /> property based upon the benefit the associated <br /> improvement provides.
