Specifically, policies in the area of runoff management, <br />. individual sewage treatment systems I wetland management, floodplain management, <br /> construction erosion, and groundwater protection were examined. <br /> General Comments <br /> The RCWD has previously issued minor comments through correspondence and telephone <br /> conversations during July and August. The general review procedure the Watershed District <br /> has been employing with other municipalities in the District has been to review the management <br /> plan with the Board and issue comments. Following additional coordination with the City <br /> regarding revisions, the Board will again review the plan and grant an approval for those <br /> portions of the plan which meet the District's minimum requirements. Following District review <br /> and City approval of the ordinances implementing the general standards of the plan, the District <br /> will relinquish permitting duties (in the appropriate management areas) within the City. <br /> Runoff Management <br /> From the objectives, policies, and implementation portions of the plan, it appears the City of Arden <br /> Hills wishes to meet the runoff management standards for both quality and quantity and <br /> eventually become the permitting authority in this area. While it is noted that existing <br /> ordinances do not adequately cover these issues, the management plan does not provide sufficient <br /> performance standards from which to construct an ordinance. For example, it appears that <br /> developing areas need to provide for runoff detention but the standards to be met for flows could be <br /> either the undeveloped rate of runoff or a rate which can be handled by existing storm sewers. <br /> Standards for water quality state that treatment is required.
