Page 3 <br /> August 26, 1992 <br /> Shoreland Management <br /> It is our understanding that the City of Arden Hills has a state approved shore]and ordinance <br /> which fully meets the requirements of the Watershed District. Please notify us whether the City's <br /> ordinance has been upgraded recently to conform with the new state guidelines. <br /> Floodplain Management <br /> While the management plan has severa] policies relating to floodplain, it was noted that the <br /> City's Code of Ordinances, Chapter 9.5, met the Watershed District plan objectives, Please <br /> forward a copy of this chapter so that we may have it for our files and review it for conformance as <br /> well. <br /> Construction Erosion <br /> This portion of the management plan meets District requirements in that it references Ramsey <br /> County Erosion Control Handbook. Upon adoption of an ordinance for implementing this policy. <br /> The erosion control policy should address grading within shore]and areas if this area is not <br /> already covered under the Shore]and Management ordinance of the City. Please forward the <br /> name and telephone number for the contact person who will serve as erosion control inspector. <br />. This information will help the Watershed District's inspector with his work as well. <br /> Groundwater Protection. <br /> There is an obscure reference in the back of the watershed plan which requires cities to forward <br /> an inventory of residential and commercia] properties appropriating water for heating and <br /> cooling purposes. The Watershed District will then use this information to require users to <br /> demonstrate discharges do not create drainage or water quality problems. This issue is not <br /> related to any jurisdictional matters with the City, but is merely for District information. <br /> Other Comments <br /> We will be sending under separate cover, some water quality information for the City lakes. We <br /> noted several errOrs for the data tabulated in the plan (Le., Johanna secchi depth of 11 meters...). <br /> . We will also forward a copy of the project list which the District completed as part of the <br /> Long Lake Chain of Lakes project in the late 1970s and early '80s. A number of <br /> sedimentation basins were constructed within the City of Arden Hills which remain <br /> the maintenance responsibility of the District, <br /> . The presence of chronic beaver problems at the Valentine Lake outlet perhaps should <br /> be addressed. From conversations with the DNR it appears they feel the property <br /> owner upon which the beaver dam is located is responsible for removal to prevent <br /> flooding, Perhaps a City inventory of common drainageway could be assembled <br /> which would be maintained by the City, The Watershed District will, of course, <br /> maintain any official public ditch systems, <br />. <br />
