In this case by "benefit", we mean allevation of the <br /> drainage problems. The remaining five properties which may <br /> be assessed for this project will not benefit since to the <br /> best of our knowledge, they have not experienced any problems <br /> from the existing drainage system. <br /> If the flooding and erosion is not corrected, then clearly <br /> those properties affected would experience a loss in value. <br /> The loss in value may be measured against the cost to cure <br /> the problem and repair any damage to the properties caused by <br /> the flooding and erosion that has already ocurred. <br /> It should be noted, this is not an appraisal, but an opinion <br /> as to possible benefits to the properties involved in the <br /> proposed drainage project.
