Phono, City of Arden Bills 1450 West Highway 96 Fu:# Ful Arden Hills, Minnesota 55112 RE: ASSESSMENT HEARING ARDEN PLACE STORM SEWER IMPROVEMENTS Dear Council.Mcmbers: The assessment hearing for the above-referenced project is scheduled for the Scptcmber 28, . 1992, City Council meeting. This letter is intended as a brief summary of the issucs regarding assessments for this project. The estimated project cost, based on the low bid received on August 27, 1992, from Ro-So Contracting, Inc., is $32,560.00. 'XiS project cost includes construction cost as well as an overhead factor of25%. The three bds received have been accepted by the City, but award of the COntract has not been made. City staff was directed atthe August 31, 1992, City Council meeting to obtain an appraisal report from an independent professional to determine benefits to the eight properties north of Arden Place which we have determined provide runoff to the ponding area. These properties are shown on the attached exhibit. As of this writing, we have not seen this appraisal report. We were asked to provide an engineering opinion to the appraiser of what percentage each of the eight lots contribute toward the total runoff. These percentages arc shown on the map along each address. However, the appraisal report will define how these percentages call be used. An casement document has been prepared and forwarded to the Arden Hills Island Beach Club for their consideration in allowing the storm sewer pipe to convey runoff into their property. This easement would need to be granted prior to construction of the project. Attached for your consideration is a resolution awarding the contract to the low bidder, Ro-So .' Contracting, Inc. This would be needed should the City Council decide to move forward with the project. Also, a resolution determining the final a~cssmcnt roll is attached for consideration, following decisions made at !lIe assessment hearing, The interest rate for the )~ assessments has been lcft blank and should be determined by the City Finallce Director. ;Ii :A, It :{'.
