Appeals Process. <br /> Any alarm user who is required by the city to pay a <br /> user fee as the result of a false alarm may make a written <br /> appeal of the false alarm charge to the city Council within <br /> ten (10) days ... which will have authority to make a final <br /> determination .... <br /> See. 2.5-9. The appellant must <br /> suJ:mit documentation of these non-owner controlled <br /> CirClllllStances . <br /> Following review, the administrative officer may <br /> reduce the number of false alarms as documented. This <br /> review often shCMS that the false alarms received have <br /> been due to these types of non-owner controlled <br /> CirClllllStances . 'Iherefore, most often no further appeals <br /> have been necessary. In the event of further appeal, it <br /> would be appealed to the Administrator, then to the Council. <br /> Recommendation: Approve an Administrative Policy: <br /> City Council delegates to the city Administrator a technical ~ <br /> .~ <br /> review of facts in any appeal of false alarm charges. 'Ihe , <br /> basis of this technical review will be non-owner controlled I <br /> situations. '!he City will receive substantiation of these <br /> situations prior to any final decision.
