Hi1~r-" <br />'~'. <br /> <br />Recogn/tlon In Investment World, Rating Agencies -- The Firm has handled bond issues <br />varying from $50,000 to $60 million and has the capability of managing financings of any <br />'. complexity and of any size. <br /> <br />Ehlers has dealt with all the major underwriting firms in New York, Chicago,. Milwaukee, <br />Minneapolis-SI. Paul, Boston, San Francisco and elsewhere and has worked personally with <br />many of their representatives. This enables us to call such firms to receive personal attention <br />when seeking bidding Interest, arranging meetings and other contacts. <br /> <br />Ehlers is experienced with the requirements of the major bond insurance firms, AMBAC and <br />MBIA, and can advise clients regarding the cost effectiveness of such insurance for particular <br />bond Issues. <br /> <br />Ehlers and Associates, Inc. takes great pride in its ability to fully represent clients to the New <br />York rating agencies -- Moody's Investors Services and Standard & Poor's -- in order to insure <br />the highest possible bond rating for their obligations. Ehlers will supplement the Official <br />Statement with additional information when appropriate and will advise clients as to the need <br />for a rating agency visit and formal presentation. <br /> <br />Computer Capabilities -- Ehlers maintains its own computers (IBM and Wang), and creates <br />its own specialized software. Our in-house programming ability allows us to modify existing <br />programs and create new software packages specifically tailored to the client's needs. <br /> <br />Ehlers' library of computer programs offers a wide range of financial applications. A limited <br />sampling of existing Ehlers' software includes programs with the following capabilities: <br /> <br />. Formulate bond issues to include all relevant cost and income factors <br /> <br />. . Structure the issue to allow for current debt service and future financing needs <br /> <br />. Calculate the true impact of a project on tax rates and on taxes paid by sample <br />property owners <br /> <br />. Create cash flow models for tax increment districts <br /> <br />. Create cash flow models for utility financings <br /> <br />. Analyze and structure bond issues to advance refund existing debt. <br /> <br />In addition, Ehlers and Associates, Inc. monitors commercial software development and may <br />on occasion purchase commercial software to supplement our own library. <br /> <br />Ehlers' ability to adapt existing software and develop new programs allows us to critically <br />review a much wider array of possible solutions for any given financing problem. Many of <br />Ehlers' clients have saved time and reduced costs by allowing Ehlers' computer resources to <br />explore creative financing approaches. A few examples are: <br /> <br />.
