VENl'URE OF CX>tJNl'Y 1\ND <br /> LOCAL MUNICIPALITIES FeR CJC:HfiTrEE INVESTIGATING 1\ND <br /> REPCRTING OF cctlSOLIIlATIal OF SERVICES <br /> WHERElIS, The 1991 Minnesota Legislature established a Ramsey County Local <br /> Goverrunent Services study Commission (RCLGSSC) to "report on the advantages <br /> and disadvantages of sharing, cooperating, restructuring, or consolidating. . . " <br /> activities in five areas of public service including: public health, <br /> attorney's functions as they relate to criminal law, libraries, public works, <br /> and police comrm.mications, crime lab and investigative functions; and <br /> WHERElIS, The composition of the twenty-five member conunission was diverse, <br /> including a balance of public and private, and st. Paul and suburban <br /> interests; and <br /> WHERElIS, The Commission I s recommendations concerning public works includes <br /> adoption of a plan for functional consolidation of roadways within Ramsey <br /> County; and <br /> WHERElIS, The consolidation plan provides f= reclassification of roadways and <br /> co=esponding changes in jurisdiction including trunk highway turnbacks from <br /> the state to Ramsey County and transfer of local and state Aid roadways <br /> between the County and municipalities; and <br />. WHERElIS, 'Ihe plan also provides $3.13 million for the :i1nprovement of roadways <br /> to a=eptable levels prior to transferring jurisdiction over roadway se::jlll8Ilts <br /> from Ramsey County to municipalities; and <br /> WHERElIS, The plan also provides for establishment of appropriate County state <br /> Aid Highway and Municipal state Aid designations; and <br /> WHERElIS, The plan causes operations, maintenance, service, and financial <br /> impacts to municipalities within Ramsey County. <br /> NJW, THEREFORE, BE IT RESOLVED that the City of Arden Hills requests that the <br /> Commissioner of Transportation in=ease the portion of its municipal roadway <br /> system that is eligible for Municipal state Aid (MSA) designation to 40 <br /> percent to accarmnodate the additional mileage placed under its jurisdiction as <br /> a result of the consolidation plan, and <br /> BE IT FURTHER RESOLVED that the City requests that the Commissioner of <br /> Transportation grant a variance regarding proposed consolidation initiatives <br /> which allows removal of roadways from the MSA system without inct=ing <br /> penalties set forth in governing MSA rules. <br /> P1\SSED 1\ND A00l"UW BY THE CITY CXllll!iK:IL OF THE CITY OF ARDEN HILLS THIS 26TH <br /> DAY OF OCTOBER, 1992. <br /> :i- <br /> THCMAS R.
