Open meeting laws update. Susan Johnson (not in attendance) <br />4.4.1 Background: Susan reached out to David Perrault for guidance on process <br />for involving board between meetings for urgent issues that arise between <br />meetings. <br />Discussion: David offered that one option to address urgent issues is to call a <br />special meeting. To do so, the chair of this board should contact David. He can <br />schedule the meeting and arrange that the appropriate notices be made for the <br />meeting. That process was recently used by the PTRC. <br /> <br />Another option is for the board to establish a subcommittee at a regular meeting <br />and direct the subcommittee to make any minor decisions necessary for between- <br />meeting implementation of a decision made by the board at a regular meeting. <br />Aisha said some types of decisions can be addressed this way. <br /> <br />David was asked whether KLIDB has access to funding for small expenditures <br />such as the purchase of stamps. He responded that committees such as the KLIDB <br />don’t have a budget, but their role is to instead make recommendations for the <br />city council to review. The city council would have to approve any expenditures <br />before they are made. <br /> <br />5. NEW BUSINESS <br />5.1 Plan process for next election of KLID Board Members and Officers whose <br />terms have expired. Board. <br />5.1.1 Background: Three board member terms end in 2024: Aisha Elmquist, <br />Renée Marino and Joel Gerich. As with past years, the City of Arden Hills will <br />mail a letter to all KLID members announcing the election and asking for <br />volunteers to be candidates for open positions. <br />Action: Edit last year’s letter (attached) as a group and decide on other aspects of <br />the 2024 election process. <br />Discussion: Concern about achieving a quorum on the second Tuesday of April <br />9th resulted in the decision to set the election meeting to April 23rd. Susan had <br />asked Renee to share that she has concluded from her review of the bylaws that <br />ballots do not have to be mailed to KLID members prior to the election. She also <br />concluded that voting at the meeting should be done by written ballot. If a KLID <br />member wishes to vote ahead of time, they can deliver their choice in writing to <br />City Hall prior to the meeting. The board appointed a subcommittee of Joel <br />Gerich, Susan Johnson and Renee Marino to prepare and submit the letter <br />announcing the April elections, as well as the Love Your Lake Party flyer to the <br />City. David said the City would send both to KLID members. <br /> <br />6. NEXT MEETING: Tuesday, April 23, 2024 at 6:30 PM at City Hall. <br /> <br />7. ADJOURN
