In <br /> this way, the citizens of New Brighton will pay for the <br /> management of their storm water system based on the amount of <br /> run-off they produce, rather than the value of their property. <br /> CUrrently, nearly fifty percent of the citywide costs of <br /> managing storm water are collected through property taxes to <br /> single family homeowners. with a storm water utility the share <br /> of the costs of these households would be reduced to about thirty <br /> percent. Also, an additional ~en percent of total costs would be <br /> collected from tax exempt properties that usually pay no property <br /> taxes. <br /> Under a storm water utility fund, the monies which are <br /> collected could be used to: <br /> . Maintain existing storm facilities so they will operate <br /> properly for longer periods of time. <br /> . Replace existing storm facilities that have become <br /> unusable over the years due to the deteriorative process. <br /> . . Sweep streets so the debris does not enter the system or <br /> collect in the catch basins and reduce the efficiency of <br /> the system. <br /> . Enhance wetlands to increase the water quality and retard <br /> - flow. <br /> . Develop and maintain a storm drainage master plan that <br /> will allow the city to plan for future improvements. <br /> . Harvest the weeds and remove sediment in the lakes and <br /> ponds of the community to increase the water quality. <br /> < <br /> Advantages/Disadvantages of the storm water utility fund <br /> . <br /> There are advantages and disadvantages to every plan. The <br /> - advantages of the storm water utility fund are best summarized in <br /> an article written by Mr. Charles V. Honchell in the January, <br /> 1986 issue of the APWA Reporter. The advantages are: <br /> . Fairness - Fees are based on the actual amount of run-off <br /> - the homeowner produces. <br /> ~ <br /> . Dependability - It produces consistent funding and is <br /> .. easily projectable. <br /> . Dedicated funds - There is no competition for use of these <br /> funds from other city activities. , <br />
