The REF values in the preceding table were <br /> then rounded to the nearest 0.25. <br /> 2. Determine the cost of needs which will be funded by this <br /> utility. <br /> An estimated amount required to finance the uses of the <br /> utility was computed. This was done by determining the quantity <br /> of undersized pipes in the system identified in 1984 Barr report <br /> and then estimating a replacement cost.
