The utility factors for <br /> various land uses used to determine the surface water management fees <br /> are assigned as follow: <br /> Classification Land Use Utility Factor <br /> 1 Rural Residential (2-1/2 acre lots) 0.21 <br /> 2 Single-Family Residential (1/3 acre lots) LOO <br /> 3 Mixed Low & Medium Density Residential 2.24 <br /> 4 Apartments, Industrial Office, <br /> Institutions (churches, schools, <br /> government buildings, hospitals) 3.34 <br /> 5 Business/Commercial 4.28 <br /> 6 Undeveloped 0.03 <br /> . 7 Parks, Cemeteries, Golf Courses, <br /> Arboretum 0.45 <br /> 8 Parking Lots 6.14 <br /> 520.035. Surface Vater Management Fee. Surface water management fees <br /> shall be established for a period of time as set'by City Council <br /> resolution. The Surface Vater Management Fee shall be determined by <br /> first determining the percentage of total runoff in the City, which is <br /> attributed to Single-Family Residential property. The fee-per-acre for <br /> Single-Family Residential is computed by equating the runoff percentage <br /> to an equal percentage of the Quarterly Surface Vater Management <br /> Revenue, divided by the estimated total acres of Single-Family <br /> Residential land use in the City. The per-acre fee for all individual <br /> parcels shall be defined as the product of the Single-Family Residential <br /> Fee, the appropriate utility factor and the total acreage of the parcel. <br /> Single-Family Residential and Rural Residential parcels shall be <br /> assessed on a per-lot basis using the acreages as determined by <br /> established City policy. <br /> 520.040. Credits. The Council may adopt policies, by resolution, for <br /> adjustment of the surface water management fees. Information to justify <br /> a fee adjustment must be supplied by the property owner. Such <br /> adjustments of fees shall not be retroactive, unless provided within <br /> . sall! resolution.
