Section 444.075) <br /> An ordinance establishing user fees to be used for storm <br /> sewer purposes may be adopted by the City with fees based <br /> upon criteria related to runoff and other storm water <br /> considerations. These fees are often billed at the same <br /> time bllls for sewer and water use are distributed. <br /> An advantage might be that there is generally only one <br /> action needed to create the util ity and, because it is <br /> city-wide, projects throughout the City can be undertaken <br /> with the revenues. We understand (from bLL~iness owners) <br /> that ,utility fees are more likely to be considered a <br /> cost of doing business than the other options. Obviously, <br /> there is no need to show benefit. <br /> A disadvantage might be that it is difficult for each <br /> individual property owner to identify their particular <br /> benefit from their payment as early projects will only' <br /> benefit those whose projects are undertaken first. However, <br />. over the long run, the revenues should theoretically be of <br /> benefit to everyone as they need improvements in their area <br /> (or indirectly benefit from all improvements a<; a resident <br /> <of Arden !lills). <br /> Each of these options (and the statutory authority) will provide <br /> sufficient security for tho issuance of general obligation bonds, <br /> should the City decide at some future date to undertake a project <br /> or projects sufficient large in scope to require longer term <br /> financing.
