However, additional staff input should be requested in order to forward further infomation to Council regarding i.npl.ct of changes such as ordinances that may nee:i to be changed or the affect on other City b.Jsiness . '!he recommendation is for Council to receive this infonnation and forward to staff for review and camnent with the intent that this item return to Council in the near future. Enclosed are notes fram the meeting held on November 23, 1992, regarding alternatives to closing of T.H. 51 and Old Snelling Avenue. Council1nembers Hicks and Growe atterrle:i that meeting and have additional infomation for the Council. II. INFORMATIONAL ITEMS: a. Keithson Drive Ubdate: As the Council is aware, the Maier stewart rec::ommerrlation for Keithson Drive is to provide additional time for settling to occur in the spring. Patching has been c:cmpleted by City maintenance =ews at this time until the spring settling tllne period. If you have any questions, please feel free to =ntact Dorothy or Dan. b. 1993 Contractor Ubdate: Maier stewart has advised the city that a - max.iJnum hourly rate $75.00 (rather than $76.73 per hour maxllnum in 1992) is proposed for the city beginning in their fiscal year February, 1993. c. Horne Rule 01arter: Ramsey County has informed the City that Hane Rule Olarter is in effect since November 6, 1992. UOOer this provision, the County must serrl approved minutes to all municipalities and libraries for review. In the past few months, the city has posted the minutes on the City Public Bulletin Board and will =tinue to do so for public review. d. city Committee Recocmition and APPreciation: It has been suggested that recognition and appreciation be given to City Committee members who have the assisted the city and citizens throughout the year. December 14 from 5:00 to 7:00 pm is suggested as a reception to recognize and show appreciation for these committee members from Council and staff. If this is something that you agree to pursue, please let Dorothy know at the November 30 meeting. e. Rentinq Council O1arnbers durim Eveninq Hours: staff has received requests from several groups desiring to use City Hall in the evenings. The cost and security issues have been a concern. In reviewing these costs, the potential cost could range from $10.00 to $25.00 per hour with an average of $15.00 per hour covering both staff time and overhead (lighting, heating, cleaning, etc). '!his, however, is higher in contrast to other adjacent communities (Shoreview charges non-citizens $10.00 per room per night or . $40.00 per room per night depending on the size). Please advise Dorothy is you have any thoughts on this issue or if you believe the Wividuals or group using the space should not be charge:i for all overhead costs. DAP Its
