PAUL, MINNESOTA 55155-4037
OFFICE OF THE DNR INFORMATION
COMMISSIONER 16121296.6157

October 29, 1992

The Honorable Paul Wellstone
United states Senator
123 Hart Senate Office Building
Washington, D.C. 20510

Subject: TRANSFER OF THE TWIN CITIES ARMY AMMUNITION
PLANT (TCAAP)

Dear Senator Wellstone:

I am writing to you about the possible transfer of the
TCAAP property. It is our understanding that the city of
Arden Hills has requested that you draft special
legislation to transfer portions or all of the TCAAP
property to the, city. I would like to suggest that we
. cooperatively explore all state and local interests before
you proceed with such legislation.

The Department of Natural Resources has been assisting
TCAAP in managing the natural resources of this property
since 1967. We have been involved in management of
wildlife habitat, including threatened species, fisheries
projects, forestry practices, wetland protection,
groundwater protection and have also been supportive of
TCAAP's efforts in prairie restoration. Portions of this
property contain outstanding natural resource values and
wise stewardship of those resources is in the public
interest.

Federal laws and policy mandate that use of surplus
federal property be offered first to governmental units
representing the citizens of the entire state rather than
one portion of the citizens. Such policy should not be
altered without careful consideration of the needs and
interests of all the citizens and governmental units of
the state. This property represents a unique and
potentially valuable parcel in the metropolitan area.
Careful coordination is needed to ensure that the public
receives the minimum risk from environmental contamination
sources as well as the maximum beneficial use of this land.

.
, I Ie " i\ , It
' .. .- -. . .. -, ,-~
-- ~\-'~ tL.
