Paul, Minnesota 55101-2901 <br /> Subject: TRANSFER OF THE TWIN CITIES ARMY AMMUNITION <br /> ~CAAP) <br /> Dear e sman Vento: <br /> I am writing to you about the possible transfer of the <br /> TCAAP property. It is our understanding that the City of <br /> Arden Hills has requested that you draft special <br /> legislation to transfer portions or all of the TeMP <br /> property to the city. I would like to. suggest that we <br />. cooperatively explore all state and local interests before <br /> you proceed with such legislation. <br /> The Department of Natural Resources has been assisting <br /> TCAAP in managing the natural resources of this property <br /> since 1967. We have been involved in management of <br /> wildlife habitat, including threatened species, fisheries <br /> projects, forestry practices, wetland protection, <br /> groundwater protection and have also been supportive of <br /> TCAAP's efforts in prairie restoration. Portions of this <br /> property contain outstanding natural resource values and <br /> wise stewardship of those resources is in the public <br /> interest. <br /> Federal laws and policy mandate. that use of surplus <br /> federal property be offered first to governmental units <br /> representing the citizens of the entire state rather than <br /> one portion of the citizens. Such policy should not be <br /> altered without careful consideration of the needs and <br /> interests of all the citizens and governmental.. units of <br /> the state. This property represents a unique and <br /> potentially valuable parcel in the metropolitan area. <br /> Careful coordination is needed to ensure that the public <br /> receives the minimum risk from environmental contamination <br /> sources as well as the maximum beneficial use of this land. <br />. <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
