WORKSESSION CIlY COUNCIL MEETING #I <br /> DECEMBER 21, 1992 \ <br /> PAGE TWO <br /> . <br /> Further discussion took place regarding the impact of this road and the turnback system. <br /> Ray McGraw indicated that as an alternative such as a viaduct or overpass be <br /> considered. Jean Lemberg and Ray McGraw indicated that the citizens in the area <br /> primarily affected during rush hours and that any study on County Road E changes and <br /> flow of traffic and volume of traffic should include these time periods. The Engineer <br /> will get further information from MnDOT as to the length of time and time of day that <br /> the study took place. He indicated that normally the County review is made during a <br /> 24-48 hour period. The Engineer also indicated the City will want a Feasibility Study if <br /> the Council decides this is the best route. It was suggested that an Informational <br /> Meeting be held with the public to get further input and opinions from additional <br /> members of the public. The Public President requested that MnDOT's perspective be <br /> reviewed in a public meeting with a representative such as Tom O'Keefe and that <br /> further information be received from the City Engineer regarding other alternatives. <br /> (Mayor Tom Sather joined the meeting at this time - 5:30 p.m.) <br /> Further information was discussed regarding the possibility of holding a public meeting <br /> on the T.H. 51 and Old Snelling crossing. Determination was made that at the January <br /> 25 meeting, the City will be prepared to discuss the alternatives. At the December 28 <br /> meeting, the City Engineer will request the City to authorize a feasibility study be <br /> completed based on the review at the Worksession with recommendations. . <br /> The Council identified at the January 25 meeting to review and debate the merits of <br /> options at this intersection. At that time, the Council will decide with proceeding with <br /> one of the options for further input from the Engineer or they will decide to request <br /> from the public at a further date. <br /> MOTION: Malone moved, seconded by Hicks, that the City recognize the Pavement <br /> Management Plan and request a Feasibility Study during the Monday, <br /> December 28 meeting. It was requested that the City Engineer, in <br /> January, discuss further the timing of a Storm Water Utility and <br /> information for a public meeting to be held in early March. And, at the <br /> January 25 meeting, have a public meeting to discuss T.H. 51 and Old <br /> Snelling public informational meeting regarding options and to request <br /> input from the public regarding impact of any of the options and to <br /> provide an opportunity to introduce further options. <br /> At this time, the Council requested additional information prior to any decision being <br /> made regarding whether to proceed and, if so, which alternative to investigate further. <br /> The Council agreed that a letter to the School District be written to request their input <br /> on any impact on signing of the T.H. 51 and Snelling Avenue. <br /> . <br /> ---------- <br />
