Changes in the Law Enforcement Service Agreement for 1993 <br /> December 28, 1992 <br /> There were five particular areas of change made in the 1993 <br /> contract from previous years. Following are a list of the changes <br /> and the purpose for the change. <br /> 1} To standardize the formal agreement with all municipalities <br /> that contract with the Sheriff's Department for police service. <br /> To achieve this each representative at the Contract City <br /> committee meeting was given a working copy of a contract with <br /> some changes in that were included.by the' Sheriff's Department~ <br /> Each member then took their time and studied the document for <br /> further additions or changes. The document was then discussed at <br /> length at a subsequent meeting and endorsed by all~~~ <br /> committee members. <br /> Changes recommended by the committee members were included in <br /> this final rough draft. The rough draft was then sent to the <br /> County Attorney for review and approval. The results of all this <br /> is what you now have before you. <br /> 2} To allow this document to be self renewing. <br />. In previous contracts, the document had to be signed by Contract <br /> city Officials and then by the Ramsey ~ounty Board. The is a very <br /> time consuming process and quite often, .for the first month or so <br /> of the new year, there was no official contract for police <br /> service. This is an undesirable condition for all parties to be <br /> in. To remedy this, language was put in section IV paragraph 4 <br /> which allows the contract to be in effect for the next year if , <br /> the municipality acknowledges its acceptance in writing prior to <br /> November 30 of the current year. - . ., . . <br /> contract estimates are prepared as early as' April of any year. <br /> From that early beginning the estimate is fine tuned 'by the "' . , <br /> contract committee to a point that it is agreeable to all <br /> members. This procedure is USUally accomplished by July. In this <br /> way, all the Contract Cities have a very accurate estimate of <br /> police cost for the following year. . <br /> '. <br /> 3)Todefine the Contract city Group and offer a dispute <br /> resolution process. <br /> Previous contracts had no language to address the possibility of <br /> a dispute between parties. To remedy this language was inserted <br /> in section I paragraph 6, Which defines, somewhat, the Contract <br /> Committee Group and states that disputes Which may arise be <br /> brought to the group for study and a recommendation for <br /> resolution. <br />. <br />
