Arden Hills Council 3 December 28, 1992 <br /> MOTION: Hicks moved, seconded by Growe, to adopt Resolution 92- <br /> 76 Ordering a Preliminary Feasibility Report in the <br /> Matter of the 1993 Pavement Management Improvement. <br /> Motion carried unanimously (4-0). <br /> AWARD SALE OF CITY-OWNED TRUCKS <br /> Council reviewed a memorandum from Administrator Person <br /> which reported that the City conducted a closed bid process <br /> for the sale of three City vehicles, those vehicles being <br /> one-ton truck vehicle #4, one-ton truck vehicle #26, and <br /> 3/4-ton truck vehicle #17. Person's memorandum reported <br /> that sixteen bidders submitted bids and the highest bids <br /> received for each vehicle were as follows: <br /> Vehicle #4 Vehicle #26 Vehicle #17 <br /> $10,200 - Noonan $9,850 - Noonan $8,200 - Noonan* <br /> $ 7,579 - Green $7,269 - Green $5,900 - Noonan* <br /> $3,551 - Johnson <br /> *Person's memorandum explained that Noonan's original bid <br /> for vehicle #17 was $8,200 but following review of the bids <br /> Noonan withdrew that bid and revised it to $5,900. <br /> . <br /> MOTION: Hicks moved, seconded by Growe, to award the sale of <br /> vehicle #4 to Noonan for a sale price of $10,200; <br /> vehicle #26 to Noonan for a sale price of $9,850; and <br /> vehicl e #17 to Noonan for a sale price of $5,900. <br /> Councilmember Hicks stated that his understanding with <br /> regard to bids for vehicle #17 is that bids were opened and <br /> both Noonan and Johnson were given an opportunity to revise <br /> their bids, Noonan revised his bid to $5,900 while Johnson <br /> maintained his original bid of $3,55l. Hicks stated that he <br /> is comfortable with the process which took place and <br /> awarding the sale of vehicle #17 to Noonan. <br /> Councilmember Malone asked if both the first (Noonan) and <br /> second (Johnson) highest bidders for vehicle #17 were given <br /> the opportunity to review the bids that were received. <br /> Person explained that originally, the highest bidder for <br /> vehicle #17 was Noonan at $8,200 and the second highest <br /> bidder was Johnson at $3,551; however, following the review <br /> of the bids received, Noonan withdrew his bid of $8,200 and <br /> revised it to $5,900, Johnson was given the opportunity to <br /> revise his bid and he did not choose to do so. <br /> . In the spirit of a closed bid process, whereby each bidder <br /> submits a closed bid rather than going through a negotiation <br /> process, Person recommended that the sale of vehicle #17 be <br /> awarded to Johnson at $3,551 rather than to Noonan. <br />
