SECTION 28-164 FACTORS FOR DETERMINING FEES FOR VARIOUS LANE USES: <br /> The utility factors for various land uses used to detennine the surface water management fees are <br /> assigned as follows: <br /> Classifications Land Use Utility Factor <br /> 1 Single-Family Residential (1\3 acre lots) 1.00 <br /> 2 Mixed Low & Medium Density Residential 2.24 <br /> 3 Apartments, Industrial Office, <br /> Institutions (churches, schools, <br /> government buildings) 3.34 <br /> 4 Business/Commercial 4.28 <br /> 5 Undeveloped 0.03 <br /> 6 Parks, Cemeteries, Golf Courses <br /> Arboretum 0.45 <br /> . 7 Parking Lots 6.14 <br /> SECTION 28-165 ESTABLISHMENT OF FEES <br /> Surface water management fees shall be established for a period of time as set by City Council <br /> resolution. The Surface Water Management Fee shall be determined by first detennining the percentage <br /> of total runoff in the City which is attributed to Single-Family Residential property. The fee-per-acre <br /> for Single-Family Residential is computed by equating the runoff percentage to an equal percentage of <br /> the Quarterly Surface Water Management Revenue, divided by the estimated total acres of Single- <br /> Family Residential land use in the City. The per-acre fee for all individual parcels shall be defined as <br /> the product of the Single-Family Residential Fee, the appropriate utility factor and the total acreage of <br /> the parcel. Single-Family Residential and Rural Residential parcels shall be assessed on a per-lot basis <br /> using the acreage as determined by established City policy. <br /> SECTION 28-166 ADJUSTMENT OF FEES <br /> The City Council may adopt policies, by resolution, for adjustment of the surface water management <br /> fees, Information to justify a fee adjustment must be supplied by the property owner. Such adjustments <br /> of fees shall not be retroactive, unless provided within said resolution, Credits will be reviewed <br /> . annually by a staff committee. <br />
