<br />. D. Credits <br /> Surface water management fees may be adjusted under the conditions stated <br /> below. It shall be the responsibility of the property owner to provide justification <br /> for the fee adjustment. Credits must be applied for by October 31 of the year <br /> preceding the year in which the credit is to be considered, except that during the <br /> first months of operation, property owners shall have until March 15, 1993 to <br /> apply for credits, which shall be retroactive to the start date of Utility. <br /> 1) Storm Water Retention - If it can be demonstrated that an individual parcel <br /> retains all or a portion of the rainfall that it receives, the surface water <br /> management fee will be reduced by a percentage equal to that percent of <br /> the parcel which produces no external runoff. A fee reduction of 20 <br /> percent or greater must be demonstrated. <br /> E. Adjustment of Fees <br /> Surface water management fees will be adjusted under the following conditions: <br /> 1) Revision of Quarterly Surface Water Revenue - The estimated <br /> expenditures for the management of surface water shall be revised at a <br /> frequency specified in the ordinance. The fees will be adjusted <br />. accordingly and will follow established City procedures for this adjustment <br /> of utility (water and sewer) rates. <br /> 2) Approved Applications For Credit <br /> 3) Changes in Developed Conditions of Parcels <br /> Passed and adopted this _ day of , 1993. <br /> Thomas R.
