Vote to set a date for an informational hearing to solicit further public input. <br /> Given the number of concerned residents, the Council may want to consider a <br /> meeting date with this issue as the only item. <br /> 2. Choose one of the alternates, pass a resolution to pursue the opening and direct <br /> City staff to proceed with the next step in the MnDOT process, which would <br /> be to order a feasibility study. <br /> 3. Pass a resolution to leave the median closed and conclude discussion on the <br /> matter. <br /> C. Storm Water Utility (520-042-70) <br /> City Planner Bergly has provided an updated summary of land uses and areas within <br /> the City, which are necessary to estimate the quarterly revenues generated by a storm <br />. water utili ty. It is our understanding that the Council has discussed rates of $4.95 per <br /> residential unit and $49.50 per acre for commercial or industrial properties. A draft <br /> ordinance to Chapter 28 of the City Code will be provided at the January 25, 1993 <br /> Council meeting, along with two resolutions for review and consideration. The first <br /> resolution establishes a City policy for operation of a storm water utility and second <br /> resolution establishes the 1993 rates to be levied per quarter. <br /> As discussed at the last workshop, the City Council should set a date for a public <br /> informational hearing in early March. City staff should also be directed to place an <br /> announcement of the hearing date and an informational article in the next City <br /> newsletter in mid to late February. It is anticipated that the storm water utility <br /> ordinance will be adopted to allow fees to be collected in the second quarter of 1993. <br /> D. Ramsey County Roadway Turnback Issues (520-053-70) <br /> A letter dated January 5, 1993 was provided which briefly outlined the consolidation <br /> proposal for roadways by Ramsey County. A copy of this letter is attached. We are <br /> prepared to discuss this matter at the January 20, 1993 work session. <br /> Attachment <br />. MEM0-039JAN <br /> MG:db <br />
